problem whit sending password

ok I installed the system (free version for now) and it works fine but when someone register and I approve his account the system don`t send his passoword. I test email sending and it works (send emails when link is submited). And how can be make auto-approve for new users (whitout sending email whit password).

I have discover another problem: I translate tha script to Bulgarian and set charset to windows-1251 and the program works fine but on the category page links description is show like "???". Were is the file i can change to fix this thing ? I think is something whit "text_to_html" but were is defined this ?
