Default Available for visitors only??

Hi all... I am a little confused as to what "Available for visitors only" means in the broken links checking, reciprocal links checking and duplicate links checking section of the newest pro version. Anyone have a clue as to what these mean?

Hi
If you have this option enabled link checking will be disabled for admin. If it's disabled link checking will be enabled when admin submits a link.

I see, but what exactly does the program do with broken-link checking?
Yesterday I had it enabled, but the only effect was that I (as an admin) could not add a valid(!) link. After saving it just did not enter it into the link-collection, without a message about an error or something like that.
Has cron.php something to do with that? That is not working for me as mentioned here:

Please check if your hosting has allow_url_fopen enabled. You can check this in your admin panel -> server info

yes, allow_url_fopen is "on" for "local value" and "master value".
