Does eSyniCat allow the same features as phplinkdirectory when it comes to types of links?

i'd like to make it so:

featured links = $xx
regular links = $x
regular links w/ recip = free
links w/ nofollow attribute = free

all possible with no Modification except links w/ nofollow attribute = free u will need to apply a small MOD.
