Checksum CGI?

Hi All,
I know your using perl to execute the checksum file so why am I getting this error.
script not found or unable to stat: /home/xxxxxx/public_html/cgi-bin/checksum.cgi

File does not exist: /home/xxxxxxx/public_html/favicon.ico

Cron file set up
/usr/local/lib/php -f /home/xxxxxx/public_html/includes/cron.php

the answer
/bin/sh: /usr/local/lib/php: is a directory

I have the category installed and I'm ready to go,just a couple of loose ends.

This has to something simple..
