When I try to put the url in my website with the check.php at the end it gives me a 403 forbidden error

Ive tried running it but get the following error when clicking on the link:-

There is new crob job file in the patch 2.1.03. (includes/cron.php) Try to set it up. In any case please post a result.

I already had that set as per instructions but for some reason it hasnt sent out emails advising people when their featured/sponsored links have run out.

Also since upgrading when I click on manage listings I get the following error:-
