When selecting Reciprocal Url do we select the category as well?

I'm wondering if I use http://www.global-uniforms.com/links/ or say http://www.global-uniforms.com/links/index.php?category=8 (say the electronics category).

Also, is there a service that can exchange links for me or do I have to manually try to find web sites and add them?

Hi,
You can use both. If you submit your link to a niche directory I would advise to use a specific category url. If you submit to a general directory you can use your directory index page URL.

AFAIK there are quite many submission services. Just try to search in google. Here is one I got when I searched for 'manual submission services':
