Can someone explanin what reciprocal url is and how it works?

Reciprocal URLs are used to build relationships with your partners. In brief, it works like this: you put your partner URL on your site (directory) and your partner puts a reciprocal (back) link to your site. This is the concept of link exchange.
In eSyndiCat reciprocal URL is an internet address of the page that is assumed to contain a link back to your site. (This term is a little bit confusing at first since it is used for your partner's link-back-to-you as well).
E.g.
www.mysite.com is your site
www.mysite.com/dir/ is the directory on your site
www.partnersite.com is your partner site
www.partnersite.com/dir/ is your partner directory
www.partnersite.com/dir/cat/ is a category on your partner site that has a link back to your site.
Imagine that your partner suggests a link somewhere in your directory.
URL: www.partnersite.com
Reciprocal URL: www.partnersite.com/dir/cat/
By filling in reciprocal URL field you partner says to you that he has put (or will put) a link back to your site on the following page: www.partnersite.com/dir/cat/
The back link itself might look like this:
<a href="www.mysite.com">My Site</a>

If you are adding a link on my site
Say: www.BestSedan.com (http://www.bestsedan.com/)
And you add the details of your site and
Then on my site if you see Reciprocal url:
That is url of the page on your site, where you added my site information.
or a link back to my site. (The address or url is the reciprocal url)

does the reciprocal url only work as an <a href code or can it be php based or through an image?
I only ask because I have put a test one on our new directory, before going live and it doesn't work it keeps asking for the correct reciprocal url.
The link back is in an image back to the directory.
so the link for my site is:http://www.espanedia.eu/aucshop/
and the reciprocal url
is:http://www.espanedia.eu/directory/
but it keeps refreshing and saying: Please input correct reciprocal link.

I don't quite understand this question. The only way in HTML to set up links is through <a> tag.
