But there is still a problem with non-resizable pop-up window...
A lot of times I have to open the same page in IE just to see the content of the small pop-up.
May be there is a fix somewhere that I don't know about?

What problem are you talking about? Could you give an example?

Lets say you are registering for some forum and there is terms you have to accept. To view these terms you click on the link and it will open in the small pop-up window. Many times this window is not resizable and content is not reformatted to fit the size of the window so you see only part of the content.
In simple words if you resize your browser to 600x800 and try to open 768x1024 picture but there is no scroll bars and you can't increase size of the window.

Did I get you all confused?

Well, it's not that I'm confused.

As a rule these windows are created by javascript window.open() function call. Depending on what parameters you pass to this function the resulting window will be either resizable or not. AFAIK, Firefox handles this correctly.

Do you have a URL that I can take a look to that produces a non-resizable window that is meant to be resizable (more exactly: a window that is resizable in IE, but not resizable in FF).

Look at #2 for a possible fix.
