no-follow - это HTML атрибут, используемый для того, чтобы, в поисковики не индексировали данную ссылку.

Иными словами, применительно к eSyndiCat, у нас есть страничка http://www.example.com/suggest-listing.php?id=0 которая по сути имеет один и тот же контент. Изменяется только название линки в зависимости от id в url. Поэтому будет целесообразно использовать no-follow для данной странички, так как вам не нужно иметь большое количество проиндексированных и при этом еще и одинаковых страничек в поисковиках.
