PageRank still not functioning

I have made all the recommemded modifications, read all the threads and downloaded and uploaded all necessary file, yet I cannot get my pagerank or other cron jobs to work. Can any expert here help.

Also how do I reduce my page width. I found out that in smaller monitors, my page is distorted.

any help will be appreciated.
