Cron problem.

Hello!!!
I will try my best to explain my problem and I hope you understand.

I want to make listing feaured if some one link back to my website and normal if user add link without reciprocal.

I have tried different setting in admin without luck. Listing is not being featured automatic and I have to do it manully and removed it from featured manually.

I think cron is working as it sending me email with and without reciprocal listings.

I want also that script send email to users if they remove reciprocal link to warn users that listing is set to normal and vil be set to feartured if they link back to links directory.

I've basic knowledge about php and html. I can edit codes if some one provide what to edit.

I did many search in forum without any luck.Please point me to right direction it answers are in forum.
